i don't have indesign on my computer or i could answer this myself ...
if my client has a column with products, like so:
116-1000.......................Miter Clamp Pliers
116-1010..........................Bag of "C" Rings
116-1020......................Bag of Hammers
and they want the right side to line-up, is force-justifying the column the only way to do this? or is there a "more official" way?

You can set a specific tab (either left or right justify) for them to run up to, with filler characters.
Open your tabs ruler - it should be pretty apparent, but I can screenie for you if you like.

No problem.
Under your type menu, hit Tabs, and it will bring up a ruler over your text box/column.
You'll be replacing the ...... with a tab, and this will set its jump point, and "leader" box sets its filler character (in this case the period).
You can align them either from the first character of the description, or from the right edge depending on which way that wonky little arrow (in blue) is facing.
